Community Meeting

Since our last round of public meetings in November 2011, the Bingham Crossing Conceptual Scheme has been fine tuned. Our resulting draft plan is a combination of the continued input we have heard from our neighbours/stakeholders, our project vision, and the technical outcomes from a now completed series of reports that address water, sanitary sewer, storm water management, economic benefit and transportation. Subsequently, a draft Land Use District for the first phase of Bingham Crossing has also been drafted.
We expect that by the end of January 2012, the draft conceptual scheme will be submitted to Rocky View County staff for their review and input. Once we have the their input, formal applications will be made to the County addressing the proposed amendment to the North Springbank Area Structure Plan, and the proposed Conceptual Scheme and Land Use District. The applications will be processed by the County and will then begin circulation to various provincial and federal agencies as well as all County departments. If anyone wants information about our application, they can contact us or the County to get the information they need.
On Wednesday, February 15, 2012 we will host an open house where the three applications will be available for our neighbours to review. Join us and the project team at the Edge School from 5:30-8:30 pm so we can discuss and answer any questions that you might have related to these upcoming applications. If you can't attend please call or email so we can arrange an alternate time to discuss your questions and gain your input. As always, don't hesitate to get in contact for any reason. We look forward to seeing you at the open house.
We will continue to update and be available to all interested parties throughout this process. A Public Hearing date will be set once circulation comments have been submitted and collected, subsequent revisions have been made, and a report to Council has been drafted. Timing is uncertain but we will keep you updated through this website.
Bingham Crossing Meetings on November 21-24
Thank you to all of those that came to our meetings on November 21-24. For those of you who could not come, or require further information, we have posted our latest plans here. If you have any comments on the project please feel free to contact us.
We plan to take the input we have received and refine the concept so that it respects what we have heard while being true to our vision to create a project that is:
Once we have finalized a concept we will, once again, be talking to the neighbours and key stakeholders about our ideas and the concept. There will be one on one coffee chats, in-home visits, a neighbourhood meeting in January 2012, association board meetings, emails, phone calls, letters, etc. This website will also be updated to keep everyone informed of our progress.

Similar to the previous amendments in 2002, 2005 and 2008, our amendment to the NSASP to accommodate Bingham Crossing would require one Figure change (i.e. Figure 3) and some minor text changes.
Throughout this process we will continue to talk to neighbours and stakeholder groups to get their views and to listen to any suggestions they may have.
Our objective is to have our applications heard by Rocky View Council in late spring or early summer of 2012.
Soil Testing at Bingham Crossing
As part of the design process for the proposed Sanitary Sewage treatment and disposal system for Bingham Crossing, we have hired Paragon Soil and Environmental Consulting Inc. to assess the soils on our land. They will be conducting their assessment, which includes a number of small test pits, this week. The purpose of this work is to determine the suitability of the soil to accept treated wastewater effluent, and to determine the appropriate irrigation rate based on soil, landscape, water, and crop characteristics.

Community Group Meetings: October 3-6th, 2011
During the month of September we travelled door to door visiting our residential neighbours. With these visits we are able to have one-on-one discussions about the Bingham Crossing updates but also had the opportunity to personally invite the residents to a series of informal small group meetings to be hosted during the week of October 3rd-6th at 7pm in the library of the Edge School.
There were approximately 150 attendees over the four days and valuable dialogue and idea exchanging took place relating to Bingham Crossing. The intent of these preliminary meetings was to share with our neighbours the significant changes that have taken place as a result of previous input heard from the community, to solicit further input on how to better the plan moving forward, and to answer any general questions on process and the plan to date.
For our next steps, we will take what we have heard from these sessions and incorporate as many suggestions where ever we can while also taking the concerns raised and dealing with them as effectively as possible.

Fall Fair
Springbank Park for All Seasons
Bingham Crossing was pleased to be a sponsor at the Springbank Fall Fair, September 10, 2011. While there during the day we had a chance to meet a number of our neighbours.
Screening process: The County is proposing a new "screening" process for development applications. Bingham Crossing has volunteered to be one of three pilot test cases for this new initiative. Under this new process applications will be reviewed by Council before any detailed work is done. All new applications will be reviewed based on a predetermined checklist that addresses key County objectives. Council would then decide if the project "passes" and if it does, then the project can move on and additional applications could be made. Only once a project has received a "pass" would the County deem the application complete and therefore able to continue on through the approval process. At the meeting where Council reviews the report prepared by County staff neither the public nor the developer will be able to address Council. Click this link for further information.
In conjunction with the new screening process, the County staff will be taking forward information relative to obtaining direction to prepare a conceptual scheme. The two applications, one on the screening process and one on obtaining direction to prepare a conceptual scheme will be considered by Council at the same time.
