In May 2010 Bingham Crossing went before Rocky View County for Conceptual Scheme approval but was not successful. The development team took this delay as an opportunity to strengthen their communication and interactions with stakeholders and neighbours. Conversations and communication has continued with all neighbours and stakeholders and are on-going. All of the major concerns heard from these stakeholders, such as traffic impact and magnitude of development, have been taken seriously and are largely addressed.
The public engagement process currently involves communicating these changes and improvements to the neighbours as well as collecting further input on how to better improve the design and interface with the community. Overall, the engagement plans will surpass application requirements. In an effort to connect with as many individuals and groups as possible, there will be meetings with the known stakeholders over coming months. Input will be welcomed in the format that people are most comfortable: one on one coffee chats, in-home visits, association board meetings, email, phone, letter, etc. This website will also be continuously updated to ensure that it is relevant and interactive. Collaboration and dialogue with all stakeholders is fundamental to the success of Bingham Crossing.
We will be making applications to the County to:
- amend the North Springbank Area Structure Plan (NSASP);
- The NSASP makes specific reference to the need for the Plan to change including:
- "the development of the Plan lands will vary as the locational factors and the site suitability of the lands to support and sustain a proposed land use are evaluated by different proponents for development."
- "it is expected that with periodic review and amendment, the Future Land Use Plan Concept will remain current."
Similar to the previous amendments in 2002, 2005 and 2008, our amendment to the NSASP to accommodate Bingham Crossing would require one Figure change (i.e. Figure 3) and some minor text changes.
- approve the plan (conceptual scheme) that addresses the 160 acre project; and
- grant land use approval (based on a zone specially tailored to Bingham Crossing) for the first phase (about 40 acres).
Throughout this process we will continue to talk to the neighbours and stakeholder groups to get their views and to listen to any suggestions they may have.
Our objective is to have our applications heard by Rocky View Council in late spring or early summer of 2012.
